Phelan is a small unincorporated area located Southwest of Victorville off Highway 18. The business center is
located at the corner of Phelan Road at Sheep Creek Road. Overall, there is only a handful of businesses in this town. There are very few
paved roads since the San Bernardino County considers this a low priority area.
Phelan called "The Land of Champagne Climate" dates back to the Mormon Trail. Settlers would pass through the
area on their way to Southern California. People still live there for the rural lifestyle raising farm animals.
